I have a reinforcement card to deploy US sailor armed with rifles but it doesn't say where to put them. How do I deploy them? I clicked on all the land US provinces and nothing allowed them. I am getting overrun in the Honolulu area by Japan so that might mean the deployment area has been lost already. Maybe we need a 'skip reinforcement' option when stuff is not allowed to deploy. Radar stations won't be destructible with air raids as the Japanese. Instead I'll get an instant battle victory screen even though in the end my planes have no chance to perform any action and will leave without inflicting any damage.
