Go to OPTIONS, then VIDEO, the ADVANCED, wait for vertical sync (disable it)
Make sure all your setting are set HIGH
Your can also run in a Borderless Window on the VIDEO tab
There is other stuff you can do as well but you need a good vid card.
I have this problem too even though i was playing redstone??
the minimal game specs are what you need to run all your settings on low. unless you got a stronger customized video card, you will likely need to set your model/texture and shader detail to low. (in the video settings menu)
the server sadly can't control how fast the video appears on you screen. this is to the player to set their video settings correctly according to how strong their computer is.
try setting your model/texture and shader detail to low. (in the video settings menu) if your fps still isn't above 40 afterwards set everything in that menu to the lowest possible value. (keep vertical sync and multi-core rendering on)
those are settings i recommanded to you becuase your video card is better than what 95% of people have access to. this will actually make their problem even worse if they do that.
you also left out the frame rate limit command so your don't degrade the life of your video card (which should always be used when turning off vertical sync)
