I have searched the internet far and wide for answers and tried most of them.

Well did your Windows sounds continue to work? (Media Player, ... - try play in background while launch c&c)
Windows sound mixer allows to mute single programms. Maybe only C&C is muted. (Search "windows sound mixer" and images at google)
Did you update your audidriver?
Maybe your computer try to send sound by hdmi to the screen which does not have speakers (visible too in soundsetup of windows - search "windows sound device" in google images)
You could check the windows application and system logs (google images "windows error log").
Maybe there are information about the problem registered.
Sometimes my realtek programm registers I pull out my speakers even if I not do so - this disables sounds as well - in my case it was a problem with a cold junction in my powersupply)
maybe verify your game?
Right mouse button on red alert, > properties > verify game cache. (If I'm correct.)
Probably won't do anything but maybe it fixes your problem somehow?
Or try changing the resolution, that also seems to work for some people.
My own fix: Just immitate the sounds.
say "pew" everytime someone shoots, etc.
