there should not be any problems with the FPS if everything is installed correct.
In my case I got great results by running it (the nfs.exe) in compatibility mode under XP SP3 and as administrator. This makes a huge difference! Further, I also deactivated logical threads (HyperThreading) of my CPU for this game (set process affinity through the task manager) - not really sure if this helps, but it seems to smoothen things out slightly more.
