Well, then take a step back and think.

Does the game just not load?
Does it crash when you try to start it?
Have you tried validating Steam Files?

Since the requirements are much older video cards, it could be a video card driver problem.
When they update drivers, this can make older games not play well then, or not even load at all.

Not always, but some of the time.

For those on Windows 8, or ultra widescreen displays it runs fine. It will not automatically detect settings so they need to be set manually otherwise there is loads of graphical issues. Also modifications can be made by changing binaries to make the game look significantly better.

I think most of the video problems result from running Intel integrated graphics. It runs extremely fast and looks fantastic on GeForce cards. I ran this on my old system - an Opteron 175 dual core 2.6Ghz with a GTX 260 and 2 GB DDR 32bit XP and was able to keep it at a smooth 75FPS at 1280x1024 throughout the whole game. I just played through it again about three weeks back on my Core i7 with a GTX 670. No graphical or sound issues at all.
