I finally got the Bioanalysis token. There was a cut scene where police went into a building I didn't recognize. Now, I can't tell where to go next. Also, I see all the manholes with cryptic glyphs that are "closed shut". How do they get opened?

Hi, not sure what I'm missing. I got to the bridge to the boss but it's not open yet. There's a locked door to the top of the map but I've already found and used all the keys I could find. Not sure how to progress
