Normally you could only get a refund for a game you pre-ordered before it is released, but you can still try contacting steam and they might make an exception, but don't get your hopes up.

Are you using the integrated graphics on your CPU? what's the model number on your cpu (eg. core i5 2600k, etc)?
The integrated graphics on my intel CPU work, but framerates are low and I have an i7 4770k.
If you're gaming on integrated graphics, you have to expect problems.

So what's the model number on your CPU? If it's a factory built system, just tell me what brand and model the computer is.

There are 15 different laptops with the model "dell inspiron 15." There are 23 different core i3 processors. Please be more specific.
Try right clicking on "my computer" (win 7 and earlier) or "this PC" (windows 8) and clicking properties to find out what kind of processor you have.

The integrated graphics on that chip is not suitable for gaming. At all. It has about the same benchmark score as an nvidia 8400 GS (2007), which wasn't meant for gaming either. To give you an idea, right now $90 will buy you a (desktop) card that scores over 2000 on the passmark gpu benchmark. Your intel GPU scores 112. Even if stranger's wrath did run, it would be a slideshow. As for your refund, the store page has these listed as system requirements:
nVidia 6600 or better or ATI x1600 or better (256 MB+)
Since it doesn't mention Intel graphics, I'd assume you are on your own.
