How many commanders

I was in control of 2 commanders for single-player campaign and for the next map my friend joined for a mission. Then my friend left and now I'm back to single playing but with 4 commanders under my control-- is that normal? Seems a bit much for beginning a new campaign...unless I'm supposed to split them up all over the map.

Are you sure it's "commanders" and not squad-leaders? You start out with the force commander you named and Tarkus, after the second mission Avitus and Cyrus will join. All other characters are only squad-leaders which will join during the campaign.
Only the character you named at the start is a commander.
