When 2 locked blocks are on the board, the couple blocks where their columns and rows intersect are also locked (by simply being in a spot that can't be moved, due to the locked blocks). This creates a situation where the only way to remove one of the locked blocks is if those other unmovable positions happen to generate the right color to form the complete line.
