I'm sure inspiration comes when doing stuff and it's pretty known what they must not do considering the responds on ut3 when demo got launched. I suggest early access to game and editor.
Think about it: A Community Tournament.
Maybe get people like Feralidragon with UT99's Nali Weapons and the RuneStorm team with the Ballistic Weapons for UT2k4 and the Crucible weapons for UT3, and I'm sure they could make something great happen there. Not to mention, mappers are everywhere. I'm sure there'd be a plethora of developers eager to port past, popular maps into the new engine and give them a nice touch-up. And imagine playble maps from all the popular games coming out -now-.
Spoiler 2: It will suck.
If Epic actually cared about Unreal they would have made a new GOOD one by now.
Spoiler: They don't care.
Basically, Epic make the basics of UT available on UE4 with full Steam workshop support, and the community remake the classic old maps (Facing Worlds!! :D) and weapons and game modes and then, in semi-regular updates, Epic publish the best community content in to the game proper.
But it will never happen.
It's possible if not using actual series brand. Talented developers\modmakers\mapmakers can get together and start the kickstarter campaign, then get UE4 DevKit. Just a matter of time.
