To answer your question Darkening Demise, no the customization as been limited to a character roster of player models. If you go into settings you should find it in the player tab.
UT2004 is no where near as bad as UT3. Although I will admit I had the advantage of growing up with it. So bias has a large part to do with it, but UT2004 is still a classic to many old school shooter fans.
UT and UT2004 have the same basic player customizations, although they are presented a bit differently. The main difference is there are no longer green and gold teams, so you can't choose those colors as your default.
Bot customization, which I assume he was originally asking about, is similar in both games.

As I said, it's a bit harder to find now, but most of the options are the same. The main differences are that you cannot name your custom bots on this screen, and you can't change the face and body options directly on this screen. This is because model selection is set up differently in 2k4. Almost default models have at least 2 different faces, which you pick by selecting their portraits.
Even though you can't change a bot's name in-game, you can do it by editing your UT2004.ini. You will find the following added to your ini after configuring a character:
You can change the name of your configured bot by changing the PlayerName section.
Another method is to set up a custom UPL (player file) by copying the contents of any other UPL and changing the names. You can edit UPLs with any standard text editor.
In addition, you can add even more bots with console commands.
I'm not a big fan of 2k4's DOM either. But there are mods for both Domination (CDOM) and TDM4.
CDOM is included in this classic UT map pack. It includes most of the UT maps and bonus maps of every type, including assault.
