Have you tried verifying the game cache? That way if a file is missing or corrupted steam will replace it. To do that:
right click the game in library-> properties-> local files-> verify integrity of game cache

Ok, I tried searching for "runtime error" before posting this to see if I could find other ideas in addition to the ones I will list here:

1. Update Direct X & videocard drivers
2. Backup the KillingFloor.ini (config file) & try to run the game again- no verifying it will replace
3. The most extreme: Uninstall game then reinstall

i found how to fix it

you go to C:\Program Files (x86)\Steam\steamapps\common\KillingFloor\System then you go to the search bar and search killingfloor.exe and after it pops up right click it then click on troubleshoot compatability. then wait for it to check for the issues and it will say try recommended settings and troubleshoot program, click on try recommended settings then click on test the program and it should launch and you should be able to play.
