This sort of reminds of an old game called Bravo Romeo Delta. It was CGA/EGA and barely had any sounds. The UI was archaic, but the depth and detail made it extremely immersive. Have you played that game by any chance and if so, did you draw inspiration from it? If it is not something you have played I highly recommend trying to get a copy. Its the best nuclear war simulator ever made on PC in my opinion....
