This needs to be repeated every single time you want to play the game. This is the only solution that works if you don't want to download any files you don't trust.
Thank you very much for the information. I will try it out. If you game's corrupted already you can VERIFY INTEGRITY OF GAME FILES. It will basically overwrite everything and you can start again but it also deletes your game & settings.
Hopefully your fix works/ Thank you again./
edit: it doesn't work = your game is not saved in that way/ Replacing with a clean file is the same as verifying integrity which returns the game to the default/

Unpack and put the file in = x:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto

I can't express how much I appreciate that there are people who make those little programs, people who host them and others who spread the knowledge so many may also fix their problems.
