I noticed in the prologue that fixed strength locks will increase your LL even if you are more than 10 above their required LL. The prologue has 9 such locks, but 8 are required (3 for those first three chests, 4 for Laverna's Gifts and 1 for a trap blocking your way) and the 9th is the door for eavesdropping which you can't reach later (and wouldn't want to miss the quest it blocks anyway).
