Wont launch when i press "Play".. any suggestions what to do?

Try deleting gta_sa in Process in the task manager and relaunch again

You can try deleting gameux.dll (windows game explorer). I don't have the steam version of this game (was just checking the community page), but when I had to play this game on win7x64 I had to write myself a little script to backup reg keys, unregister the dlls, change the file permissions, then delete the dlls.
If game explorer cannot connect to the internet, it will probably launch the game a few minutes later (which is terrible), or there may be other bugs with it. I don't know if this is applicable to your problem, but give deleting it a try

I just browsed the community discussions a bit. Here are two other suggestions FROM OTHER USERS
-opt out of steam beta (restart steam), terminate any running process of gta_sa, try running it again
-Delete gta_set file in My Documents (for your currently logged-in user)

Once again these are other user's suggestions; no idea if they work or not.

Try to run in compatibility mode! Put to run as windows xp service pack 3! It is simple, just right lick on the icon, properties, compatibility, check the box that says to run in compatibility mode and choose windows xp.
