Ok what I tried and works:
1st - Ultimate Vice City - 40 new cars, some new buildings..etc
http://grandtheftauto.filefront.com/file/Ultimate_Vice_City;45817

2nd - I installed CLEO (dont know if its already preinstalled in UVC)
http://cleo.sannybuilder.com/cleo4/CLEO_VC_setup.exe
(just run and select path to VC which is C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto Vice City )
and now you can install any cleo script.

For example better vehicle camera mod -

Just unpack it to vice city/cleo/ folder (2 files .txt and .cs)
It will made when you switch to far view, you can move camera with mouse, like in gta4.

Tried with Cleo but didn´t worked for me. Don´t know if this "new" Vice City was parched or not.
(by new i mean after their removed the game from steam a few monts ago)

I installed CLEO and a few scripts, and it doesn't work. What do I need to do? The game starts without a problem, but the scripts aren't working.

Yeah they surely still need it after almost 4 years of slumber.
