Grand Theft Auto VC requires at least DirectX version 8.1 error

I tried running GTA vice city but I keep getting this error in Windows 8.1, I installed DirectX 8.1 and then tried 9 but none work, I then tried running in compatability mode but still nothing works. Can anyone help?

did it ask to install a windows program called Direct Play? if not you can manually install it.

Control Panel > Programs and Feature > Turn Windows features on or off > Legacy Componants > Direct Play

check the box, install it, game should launch now.

I know this is an old thread, but I was facing the same issue. I followed the above steps, and now it shows me a different message. It says cannot find 640x480 video mode. Help please?

Try Silents patch and his DDraw Component, might fix your issue.

Same issue, but the testapp.exe in the game's folder does work for me, so I've been using that executable instead. I did also install directplay after I first encountered the error you described.

right-click the application and click on properties. Now choose compatibility and click on the square that reads: Run in 640 x 480 screen resolution.
