Driving Camera

Is there a possible way to make it so you can move the camera around while driving? I hate having a fixed camera, I like seeing what's around me.

No, that's impossible. This feature was added in SA and GTA IV. You should get used.

You can use the Cinematic camera view but you have to know the game world inside out to drive without destroying your cars all the time. But that doesn't let you manuallly move the camera.
