This game seems to be running horribly!

I have all of the GTA3 engine GTAs on CD/DVDs, but seeing as it was like £4 I opted to buy the steam versions. As the title probably suggests, I am having massive performance issues with the steam version (I haven't tried the retail version since I got a whole new computer).

I have tried:
Running as admin
Using -"memrestrict"
Running it on a different OS (7 & 8)
Installing the XBox graphics mod.

My specs:
FX9590
Asus Sabertooth R2.0
Cosair Vengance 8GB 1600Mhz
Asus Nvidia GTX760 DirectCU

Any help/suggestions are appreciated.

I get FPS issues at regular intervals after playing for a while. My CPU usage skyrockets and other tasks lag, too. I just at-tab and wait for it to go away since it's very irritating to watch GTA III at 2 FPS. It usually takes 20 seconds or more to go away. The weird thing is that this only seems to happen when the laptop I'm playing on is connected to an outlet.

Did you try disabling the frame limiter option from the game and try limiting frames to, for example 60fps, using a program like RadeonPro

Tried with and without framelimiter. I used DXTory to try limiting the framerate to 120, 60 and 30. Also tried changing the VSync settings in the Nvidia control panel. Problem remains :(

Yeah i have a 760 as well and just got the game and the FPS randomly drops 10-15 frames without reason.
