Debug Menu?

Does anyone know a way to access the debug menu in The Binding of Isaac. ive tried to google it but all i can find is ways to access it in The Binding of Isaac: Afterbirth, Rebirth etc.

Ive tried some things ive done in the past, entering in -console and -dev in the start up options then pressing ~. Is there actualy a way to access the window?
