Why does this pull me out of party chat.

As the headline says, whenever I'm in a game it shuts off my party chat until the game ends. Party chat seems fine when I'm in menu but as soon as I'm in game it shuts off party chat. I am always in chat with my friends and I don't care for games that force me to use their usually garbage in game chat over Steam's usually superior chat system. Can anyone tell me if there is a way to turn off the in game chat so I can stay in my party chat?

Unfortunately there doesn't seem to be a way to turn it off apart from individually muting players.

I was hoping for a way to force disable the chat so it isn't even usable in the game
