Terraria's textures are flickering?

When I am in a world and I stand still everything is normal. When I start to run my textures start to flicker and I notice screen tearing. Is anyone else having this problem or have a fix for this? Thanks.

graphics card could e having issues. i know that when my card died i started having problems like that

I'm pretty sure my card is not having any issues.
