Fable III & DLCs Activation, Download & Install Instructions
Update! Before you read the below mentioned. It seems something happened as of September 16, 2014, that now a lot of gamers are unable to get GFWM to work because it is unable to access the Games for Windows Live Sign-in ID Assistant. Maybe it was from an update. So my method below that worked before might not work now. But you are free to try it anyway. I will continue to look into a solution.

First you need to uninstall:
*Microsoft Games for Windows Live redistributable
*Microsoft Games for Windows Marketplace

Download and install Fable 3 from Steam.

Then download and install the new Games for Windows Marketplace Client which you can download here:
http://www.xbox.com/en-US/LIVE/PC/DownloadClient

Run the Games for Windows Marketplace Client, sign in to your account you have registered your Fable III game to and choose to download all your Fable III DLCs linked to your account.

[Extra information]
- If you got Fable 3 and it's DLCs as a Gift copy recently and want to activate the game and its DLCs, download and install the above Games for Windows Marketplace Client and log in to your account.
- Start Fable 3 game and access the Games for Windows Live menu by pressing the Home key or Home button on your 360 controller.
- Click on your profile picture and click on Redeem Code.
- From here minimize the Fable 3 game by pressing Alt + Tab keys.
- Right click on the Fable 3 game in your Steam Client game Library.
- Click on View CD Key.
- Click to highlight Fable 3 game Product Code and click Copy to Clpboard.
- Maximize the Fable 3 game screen and insert the Product Code by pressing Ctrl + V keys.
- Follow the same above instructions with the DLC Product Codes and choose to download them after they activate. When they have finished downloading, your game and all of its DLCs you have activated will be available for you to play. :)

[Note]
Keep in mind that some DLCs content will not appear right away. You may have to complete certain game objectives before they will appear in Sanctuary and are usable.

Enjoy. ^ ^

What about Free items from Sanctuary shop? Is there any way to avoid GFWL error 80153003 and get them?

If you are getting that error, uninstall Microsoft Games for Windows Live redistributable and
Microsoft Games for Windows Marketplace then download and install the new Games for Windows Marketplace Client:
http://www.xbox.com/en-US/LIVE/PC/DownloadClient
then run the new Games for Windows Marketplace Client and sign into the account you used to activate Fable III and your paid and free DLCs.

If you activated the free DLCs into your GFWL account, they should be available in the *Game Add-ons* area of Fable III in your account in the Games For Windows Marketplace. You can download them from there and they will be usable in game. :)

For me, I was able to download my Free Weapons, Yule Hat and Tattoo set in the same way I mentioned above. They appeared in game just fine.

Nice to know that there is a workaround. I have finished the game today and have no intention to check but thanks anyway!

I believe you will also need to uninstall Windows Live ID sign-in assistant.

I can't say for sure as I didn't have Windows Live ID sign-in assistant installed originally and I still don't have it after installing the new Microsoft Games for Windows Marketplace Client.
I guess that would have to be tried and tested by anyone who has Windows Live ID sign-in assistant installed and see if it gives them a problem.
While I can get in to the GFWL client and everything just fine - there is absolutely nothing tied to my account. No game, no DLC, nothing...but I can play fine through steam. Just didn't want to miss out on any freebies. =\

Obviously the game key is registered to my account else I wouldn't be able to play so....I dunno.

Replace the GFWL Client with the new GFWM Client. Your game, DLC and freebies that were originally activated to your GFWL account will appear in it in the Game Add-ons section of the GFWM Client after you log in.

Oh I did. I thought it might have been tied to a different GFWL account I had in the past, a long time ago, for some reason, but nothing. Both accounts are just empty, but the game and my saves are obviously tied, through steam, to the GFWL account I use now.

Its odd. :p

I'm getting the same issue as Pumpkin. I can log into my games fine on Steam but on GFWL Marketplace they don't exist.

Did you uninstall all GFWL and Marketplace and try downloading and installing the updated GFWM from the link in the post?
I was having the same problem just like you and Pumpkin until I did that and then everything appeared normal for me to download. I think I will try to make a video on it.
But anyway, let me know. I will look further into it. :)

Hey I think I figured it out.

I had Fable 3 installed before reinstalling GFWL. Because of this, it didn't show up in the Marketplace. All I had to do to fix it was go into Fable 3, do the update, and enter the code. It then started downloading (at which point I alt tabbed and opened the Market, then closed Fable 3 because I didn't want to keep it running).

A little messy, but it seemed to work. :D:

Awesome news. I am very happy you got it to work. :D

Interesting. I'll have to try this out! Thanks for the update, man.
I'm downloading the DLC at the moment but I have a question. Is online play still functional? I tried booting the game up but cannot login. It may be because I assume the game is using GFWL. I'll try again once I finish downloading the DLC.

You can still login, try updating your GFWL with GFWM from the link in the post.
I believe online play is still functional. I activated free join and someone joined my game and helped me during a boss battle but it only happened once. :(
The major problem with online play though is that the other person will need to have the same exact DLCs you have in order to join your game which is a bummer. :(
