Town growing?

So i was reviewing my vast Empire.... And I noticed that my partially upgraded iron workshop says that its growing? How does a town grow if its already already on the map/has a building in it?

basically they have their own "level" and will give more money upgrading is related to another area

It means both economic and population growth.

What dictates when a town grows more? I have my taxes on the lowest settings for all theatres, all-star ministers, my faction leader is a G.....Popularity is high...

Yield in the case of things like mines, farms etc.

Not much you can do about that. If it's abundant it's going to produce more, make more money and in the case of farms, increase population growth.

The best thing to get the population to grow is to build more and more advanced farms. Roads will also help. Every time I can upgrade my farms I do it as fast as possible.

I do aswell. But i mean, my knowledge tree was maxed out, I was bringing in 120k per turn with lowest taxes... I was just mopping up a couple last factions when I noticed it. I've never seen that before
