Most people have this problem due to their playback device.
My problem was that my headset is a 7.1 surround sound headset, but BEEP doesn't work with 7.1 surround sound.
The easiest thing to do is to disable your playback device startup BEEP and then enable the playback device after it has started, but when I did that I had no sound which for some people they might not mind.
If you want sound then you want to go to C:\Program Files (x86)\Steam\SteamApps\common\Beep or wherever your steam games are located. http://i.imgur.com/efAHl8O.png
Once your there you want to find the BEEP.exe and right click it and click Run as administrator and it should now load up and have sound and even work with 7.1 surround sound devices.
