Pay 2 win?

I’m thinking of getting this, but before that, I want to know if this is pay 2 win since it’s so cheap. Anyone’s got an idea?

Pay to win? You mean if you must pay some more for filters and stuff? I don't know, but i never associated "pay 2 win" with any software except games.
