You get more the enough power and functionality to make almost anything with the standard edition, the additional exporter and developer upgrade are something you can persue when you have a project that you may want to consider distributing on other platforms or selling logo free, Note you can see creations with standard, just need to include a Fusion logo.
I would almost buy. Until I saw this dev version that discouraged me. They make different versions without the need. I will not buy something that is already limited, unnecessarily. The dev version has no additional features that justify the value. Only removes limitations.

There are some objects that only works on developer only. Like monetizations of your game/ability to put in-app purchases if you are targeting mobile platform.
Developer version is exists if you intend to go professional way. Say, its like "Business edition" of the software. Thus removes the requirement of putting Clickteam branding on your game.
Other than that, Standard is not much different than Developer. There's no limitation in terms of toolset and programming aspect between the two. If you are just a hobbyist/enthusiasts, standard is powerful enough to work with. Too bad if you missing it at current sale price.

You are looking at this in an entitled way instead of the obvious way. It's not your fault, this current industry environment, worse on Steam, has taught you to assume that everything is a scam or a trick, that nothing is good, etc. It's understandable but it's not helping you. By being jaded you have missed out on the fact that this is a generous offer for students and true indie developers. It gives them 90% of the tools for an extremely low cost which allows them to produce games for the PC just without the commercial options. If they decide their product is likely to be sold to the public, they can pay the still very low fee of $300 or less. It's a very advantageous system for the beginning developer or curious student.
I would get it, regardless if I was into this stuff. How many games do you see with "Unreal Engine" and "nVidia" logo. its the same thing, no? Not really a big deal. Almost every game has it's engine and advertisements in it.

I was also curious about the necessity of the development upgrade. It looks like all I need to make a game is in the standard edition, but the list of features in the development upgrade confused me. Specifically the Double-Precision Calculator, the Data Grid Object, the Explorer Object, and the List View Object. What are they exactly and will I need any of those, or any other developer upgrade features, to make and sell my my game? I'm pretty broke and the $200.99 (on sale) price is way more than I can afford.

Data Grid Object is like Excel worksheet, very useful for showing data tables. Explorer puts a tree browser Explorer-like box to your app frame. Etc.
Those special developer only extensions are very useful if you are making Windows apps. If you only want to make games, then those objects are no use (except Double Precision, in case your game need a precise calculations). For game making Standard is enough, unless you are willing to monetize your game for mobile platform (by ads or IAP) which is a Developer only feature.
