Well I kind of got a really annoying graphic bug on the region map. Any idea why and how to get rid of it?
I'm using the hardware graphic mode and I'm playing with a Nvidia Geforce GT 540M and the latest driver (332.21).

I get flickering on mine in hardware mode somethin fierce, but it goes away in <20-30 seconds after the city is loaded and doesn't come back. Can't use software render with terrain mods on mine. If you had an older driver and the game was doing the same thing then it's most likely NOT the driver obviously. Can't think of anything else. Have you tried a 12-18month old driver for the video card?
I googled this bug and found a lot of guys with the same issue but nowhere I found a solution. I installed the "Simcity 4 Launcher" and deleted the corrupted province, started anew and everything seemed fine for some time. But today without any changes two of my cities got show bug again.
well I'll try an older driver next but that seemes like an worst care solution in my opinion :(
Ore try a re-install, maybe there is a broken data file in the download.
the older driver didn't do much. seems to me like the bug gets somehow saved with the city once it appears. I alrdy reinstalled the game but when I restore my cities it's still there. Also when building a new city it appears after some time.
When you first load up it glitches a bit, and until you get in the city and move around and bunch, and zoom in and out, it will keep glitching until the game starts loading up buildings, then it re-does the buffer and it goes away, it's a mostly-RADEON-SPECIFIC glitch that affects the back z buffer (going on memory here). It has to do with the game talking to the gfx driver and it works in ways other games don't really use the video card, so not all drivers still have 'fixes' for this. It's definately video card specific though, as the NVIDIA cards up through the 200 series a year or two ago don't do it.
Transparency is the issue with Nvidia cards, so ATI/AMD RADEON users should just note that they haven't totally pulled the short straw. I have an AMD video card and I am able to run the game playably despite that short-lived flickering when the game starts.
If you are very very computer-savvy the game has a gfx 'ruleset' for you to modify to remove the RADEON video card from the 'bad' list... as old radeon video cards had serious compatability [sic?]issues with SC4. People who know simple scripting will be able to fix this as will other people who are computer-smart, too. For those who might not be quite up to date on this, backup your ORIGINAL file before you edit, and google 'editing simcity 4 graphic rules' or lookup 'simcity 4 radeon glitch' .
