Pop back to the 'Homefront 2011' (No post is "dead" around there, so no need to worry about "necrobumping") for what details I am able to offer you.
Would you happen to still have a DL link for oggextractor.exe??
the one that handles soundwavenode files in specific
You can also find an 'AES_finder_09h' tool that can retrieve the AES Key from most Unreal Engine 4 games within How to Acquire: The Audio of Numerous Unreal Engine Games as well, but Hell Let Loose is still among what few games I know of that it can't.
Just note that I haven't yet updated the ZenHAX links to run through the Internet Archive (The forum closed down not too long ago), so you'll have to run them through it yourself to fetch the tool (I can at least tell you that you should still be able to do so just as I have). Although, there should be other places to find 'AES_Finder' in ZenHAX's place such as ResHax, if not newer versions or similar other tools that may be more newly equipped for Unreal Engine 5 games elsewhere.
That's the most & best I can offer in this regard. Nevertheless, I hope it is helpful.
I have no experience with handling models, so I couldn't give you any tips regarding that (UE Viewer might be geared up to such a task, but is likely not the only "tool in the shed" for it with QuickBMS + 'unreal_tournament_4.bms' script or FModel possible others). I don't know what "small VFX game editor" means regarding what purposes you have in mind for these assets, but if you're intending to use them for a commercial project outside of reference or research, I can only say: Do not do that
That said, you can find a Collection of AES encryption keys for UE4/5 games that includes the latest key for Hell Let Loose within How to Acquire: The Audio of Numerous Unreal Engine Games in The Bizarchivist Sound Project Steam Group (I can't link the collection here nor am I sure if I could share the game's Key itself in this Comment without issue, but I can personally confirm that it is still working with the current version of the game).
I'm not sure that I feel as "Bizargh" as I used to. Or at least as I should, anyway. Nevertheless, I'm doing well enough. I hope you're doing well for yourself as well, ol' chum.
