Aside from releasing the entire project, uncooked, there's no real way to let people make levels. Epic has said that they were working on making modding more friendly, but there hasn't been any news/progress for YEARS.

i hope not. I really hope not because that would be such a masive shame. I mean its Epic Games . Ut2004 and UT99 are still getting new user created stuff even to this day.
That's true. And i see no reason to try to release not cooked version of the game. All player need to begin work, in theory, is to: download engine and launcher and have full access to the Project files. And some special knowledge or rules (some docs by AMID devs). Ah, and of course new menu option to select User Maps and Workshop page and some code to add user work into game folder. But this is my theory only, based on my knowledge of UE4. So maybe a i am wrong somewhere...
We legally can't do that. We've got some purchased plugins & anims, and you would be getting the raw files for those.
Have you guys thought about, with whichever game you do next, the possibility of incorporating mod support into the structure of development at an early stage? Is that an interesting concept?
