No to what? If the special edition is compatible with the original version, and a 360 save is compatible with the original version, isn't the 360 version compatible with the special edition?
Skyrim special edition is built on a newer engine than the original. So no , it is incompatible with both the 360 and xb1
Xbone compatibility is a bit of a different story - at least as far as I'm aware, there aren't any tools to dump saves from that platform yet, let alone transfer new files to it. Doesn't mean there aren't any, of course.
Wrong. I did it with my old Xbox 360 save. I used this guide, which also works the same for Fallout 3, Fallout New Vegas, Skyrim and Skyrim SE. The only issue I had is that old Skyrim saves won't get a character profile, so they will only show up on the full list of saves when picking one to load.

You need a USB memory stick and a program like Modio or Horizon (I prefer Modio) to extract the file.
Transfering to Xbox One, however, is impossible.
I've settled on playing the regular edition. SE makes Skyrim look like spring anyway.
