The first time I did it, it didn't quite work properly, the very first "loading" screen was 16:9 but then the If! intro video was 16:10 again. So I went into graphics settings, changed to window mode 1920x1080, then changed back to fullscreen mode, and it was fixed.
Now the game launches at whatever my desktop resolution is. I just have to remember to change it before starting the game.
I checked the files and the only thing I could edit in the config file was a controler thing.
here's how to fix it
>choose windowed instead of fullscreen
> now you can set the resolution
>set it back to fullscreen

bUseVSync=False (VSync, dont remember if it works or not)
bUseDynamicResolution=False
ResolutionSizeX=1680
ResolutionSizeY=1050
FullscreenMode=0 (0-fullscreen, 1-borderless)
No guarantee it will work in fullscreen without cut offs or black bars, but it might work in borderless.
Will definitely try this and let you know if it worked thanks
Edit: It doesn't work. Once I save all the changes, the game doesn't recognize the resolution so it decides put it at the resolution above mine (the 19xx X 10xx, I forgot). I tried it with borderless first then fullscreen but each time it was the same result.

In the game settings, choose Fullscreen or Bordeless (the game sets automatically the resolution, in your case is 1600x900)
