Also yes, location matters in some way, as you might not be able to connect, if the Ping is too high.
There should be Servers in EU, Australia and USA/Canada, as far as i know.

hay, doing a more private server for some friends of mine, with making the server, is it the same process as making it for PEI, but all i need to do is change the map right?

You can't connect because this is his local network IP not his modem/isp IP.
Running it right now on patch 3.11.7.0 only map I can find that works on servers right now which is great. My dedicated server is 192.254.71.232 port 26144 PvP with rocket plugins like teleport etc. 24 slots 60ms or less pings USA

Dedicated server No Kits/TP crap. Roughyly 15 active players on and off atm so there are times with no players currently. The map itself is quite the challenge and there are tons of beautiful base locations. Should come on by and grab some land before more players (hopefully) show up!
