Trade Console in Distribution Center
I have some Nitronite to sell in a distribution center, but I cannot find anything or anyone with a yellow arrow to trade with.

You need to find the ice trader at the Polaris Distribution Center. Look for an LCD screen that looks like a snowflake. If you entered through the main hangar, they should be through the doorway to the left.

Are there orbital distribution centers? The planetary ones are shaped like U's and have multiple hangars, doesn't look like there's a "main" one.

I also received an ore shipment from the mining foreman and it says to turn in to the Polaris orbital refineries, however, neither the guy at the top or the bottom will take it.

Does it say orbital refineries or orbital smelteries?

You'll need to bring them to orbital smelteries in The Forge region.
