YAML has an easy fix - use magpulse missiles and those AI clusters will be smoked in no time.

Compared to the issue riddled vanilla Arena AI, Arena with TTRulez is a joke and completely different game and always a free win.
Again, if there wasn't an issue, the author wouldn't have attempted to fix it.
No matter how much you guys want to cling to your make believe.
This issue exists in the Vanilla game. I had this issue in a completely unmodded playthrough after reaching about level 6 in solaris ranking. Junkyard is the worst offender, all mechs just stand on spawns and refuse to move or engage until you the player walk over and attack them one at a time, odly though they DO track you through the walls and will be facing you 9/10 times no matter which direction they come from. So this issue is NOT mod related and a problem with the core game.
