Leveling and XP

Is it intended that the Draco appears to use singleplayer leveling on multiplayer servers?
The Draco looks cool btw! I like your work.

Looks like it's not singleplayer leveling. The whole leveling is weird. I've been able to level one up 93 levels and still haven't capped its leveling. It also levels faster than vanilla dinos.
