Build 41.26+ IWBUMS revamped the mod system.

For old saves, each save file has their own list of mods now.
When loading a game click the old save file and click "MORE" instead of "PLAY" and click on "Choose Mods".
Is the mod activated for the save file?
If this doesn't work still, I'll reinstall the beta and take a closer look.
I will post again if I see anything wrong and find a fix.

It must be a mod incompatibility with another mod I don't use.
If you have the screenshot or list of all mods that you are using, I can look into them and see which one is causing the issue.

I spawned in random cars using necroforge to make sure the mods didn't affect them too.

If they don't show under "FLightBars", you'll probably have to resubscribe to this mod to redownload the mod fresh and new.
Otherwise, if the settings are not broken, you can change the settings and find some cars or spawn some cars in to see if they spawn with their lights on.
Also, if you are using a world that is over 2 months old past the "Months Until Flashing Stops" setting, then less flashing will occur. It decays all Flash Chances slowly to 0% over time.
This includes "Six Months Later" scenarios where 6 months will already have passed.

Too bad i didn't take a screenshot when found one. Will capture it next time.
Found that some civilian cars in "Filibuster Rhymes' Used Cars!" have Light Bars for some reason, so I put them in an ignore list. Their Light Bars should no longer be activated by this mod.
I'm using it in MP but it doesn't seems to work, sirens and lights aren't synced between players as soon they one of them leave the chunk :/
How did you get it to work at all in MP? My lightbars aren't even flashing at all.
