It seems like the prisoners don't have much interest in picking up clothes, so even just adding something in their AI that instructs them to look for and pickup clothes would be helpful. Then I could just leave the uniform in an accessable stockpile.
When you first get a prisoner, put them on "no interaction" and lock them in their cell. Have a stockpile set up with the uniform in their cell. Then have them stripped and leave them. As soon as they get up and start walking around their cell they will usually change into the uniform to avoid being naked (unless they're nudist). Then you can put them to "force to work" or whatever.
It's only slightly inconvenient to do it that way.
