I don't think you know what "Clip Size" means.
You'd have 6.6 shots in your clip, meaning you'd either just have 6 shots or 7 shots. A more accurate number would probably be 15-16% (16% of 6 is 0.96, almost 1.)
Even then, 1 extra shot isn't a lot.
+25% Damage
-85% Clip Size (One shot)
+15% Spread
-20% Movement Speed When Active
x3 As many Bullets.
+25% Slower Reload
-50% Ammo Reserve
+15% Slower Draw Time (Being, Pulling it out)
Basically, In its one shot it shoots 18 Bullets at once, it is Eqquivlant to If you shot a normal shotgun three times that had +25% Damage on it.
It is a one shot wonder, But if you get close enough to F someone up.
They are dead.
As far as crits, It could be no random crits, or Inverted Critial Hits
every time it would random crit, it mini-crits.
Any time it would Mini-crit, It crits.
