That’s what the base game empires are called, like The CoM, Blorg, Tzynn etc.

I have long desired such a massively comprehensive civic/government overhaul mod. And I am sure this is a dream come true for many other Stellaris players who enjoy building/roleplaying unique and flavorful societies. I am personally most eager to see the Consortium authority and the associated criminal civics. I wish you much success with the mod!

This...looks amazing! Just one thing I've noticed with mods wich add origin civics: a disproportionate amount of AI empires choose them over normal civics. Is this because they have more weight than other civics, or am I just consistently getting RNG'd?

Also, will one get 4 civics at game start, or only 3?

4. Origin Civics are actually weighted lower. All origin civics are 1 while every other is 5 gor base weight. Fallen Glory is 0 (its for creating custom FEs)

Consortium will be good. Just need a new icon for the authority.
