成功级护卫舰的蓝本是美国海军的佩里舰，战术与技术性能相近。1988年5月17日，“斯塔克”号(FFG-31)在波斯湾被伊拉克幻影F.1战斗机发射的两枚飞鱼反舰导弹击中，舰上指挥系统被毁，37人死亡，暴露出了单舰火力弱的不足。由于其防空武器均为单件配置，且有射击死角，不具备对付多目标能力，一旦脱离舰队的空中掩护，容易受到空中打击。而且成功级的中、远程对海、对地火力也偏弱，除8枚雄风导弹外,仅有1门76毫米舰炮。

The Success-class frigate is modeled after the US Navy's Perry, which is similar in tactical and technical performance. On May 17, 1988, the Stark (FFG-31) was hit by two Exocet anti-ship missiles fired by Iraqi Mirage F.1 fighters in the Persian Gulf, destroying the ship's command system and killing 37 people, exposing the lack of weak firepower of a single ship. Because its air defense weapons are all single-piece configurations, and there are blind spots for shooting, it does not have the ability to deal with multiple targets, and once it is out of the air cover of the fleet, it is vulnerable to air strikes. Moreover, the medium- and long-range sea and ground firepower of the Chenggong class is also weak, with only one 76-mm naval gun in addition to eight Hsiungfeng missiles.
