Added a Culture to the Culture and Society category, which has a Culture and Tradition slot cap of +100, available only to players.

If the upper limit of slot is not updated after establishing the cultural tradition directly. The upper limit of the traditional slot can be updated by incorporating a new culture after the tradition has been established, or by selecting the cultural tradition when the culture is separated.
