Aggressive Cloning Directives

Description
Lambdadelta presents: Aggressive Cloning Directives!

For when you're on the path to biological ascension and you have too many resources and not enough sapient citizens to make use of them all. Adds a planetary decision on worlds with cloning facilities to consume a large amount of energy and food (or minerals if you're a Lithoid species), as well as some influence and time to create a shiny new pop on your planet.

There's a small chance it will break your cloning facilities though...

Compatible with Stellaris 2.8.x (Butler). Obviously not achievement compatible.

2020-12-20 Update: Fixed UI flickering bug by specifying species = owner in pop creation code.

@Red-Eyed_Fairace: Thanks for the tip, I've specified species = owner now, so it shouldn't do that anymore.

I'm also considering reworking this to make it less of a micromanagement issue, but that'll probably have to wait until after christmas.

@Lady Lambdadelta: I tested your mod, It works fine but there are some UI flickering bug due to the fact that you didnt specify which species to create. Other than that, it's working, but the decision will randomly select a species type inside the planet, so the more species you have, the more chance choices it gets. I did reply on the discord to tell you how to properly set which species type, if you ever needed it. all in all, good mod!

Maybe this could be a policy? Have a chance calculated yearly for one of your cloning vats to be ruined with an event while the policy is active.

This should be vanilla.
