Administrative Upgrades

Adds 4 new tech and buildings that increase your administrative capacity, at the cost of a little society. You can only have one building per colony, and the fully upgraded building adds +64 capacity at the cost of 200 society. Because it costs society research as upkeep, it is wise to only use these if you can afford it. The earliest model only costs +1 society, so you should have no problem adding one for each planet, just use your upgrades wisely!

This mod does not touch any of the vanilla files, so it should be compatible with most mods.

Found a small issue with the mod. The base building for 'gestalt' will add clerk jobs in addition to the maintenance drones. I think line 26 should be owner = { is_gestalt = no } instead of the 'is_regular_empire = yes'.
Also, thank you for this mod.

@Chaplain_Valen it does not replace anything in the base game, I've played it and they do still appear for me.

Does this replace the base games Admin Cap researches? They're not appearing for me and I'm worried that it's a bug or some stuff

@Thryan good question, currently the AI does not build upgrades, it will build the initial building but its weight is quite low (1) so it will build higher priority buildings first.
