can i make a workshop item and give it for free ?
like in other games where people subscribe and they get it in their loadouts and customizations ?

You mean like a mod? Nah I don't think dota2 workshop works that way.

in some other games that support workshop ppl make items for the game and they share for free, why not in dota 2 ?

If I did make the rules tho, it'd probably because I wanted people to buy my skins and not use free mods

there are also people (game publishers) that love money and dont like competing with free
