Still seems to work on my end. I'm sorting out's Grey's Essentials with about 10 lite mods, like more companies and slots and music, which uh ... has had it's combat broken by one of the mods. But in my hunting, I can confirm this still works fine and cause no apparent issues even in said mod pack.

@Butterbean To be honest, this is complete nonsense. I specifically looked at the mod and original game files, and the only thing that changes this mod is the lines unit_offense_ad = 10 and unit_defense_add = 10, from 10 to 5, respectively.

This mod isn't ok for 1.9, It's causing a massive bug where certain states in East Asian countries (or maybe just any state with lots of irregulars? Idk i didn't check every country) have utterly broken barracks where the max recruitment number is stuck at zero and you can't recruit anything. I confirmed it was this mod by process of elimination. Wouldn't recommend installing until fixed.

That modifier is very temporary, and this mod also changes the power balance outside of qing alone

Not needed, since Qing gets -50% debuff to offense and defense from the opium wars event anyway, and the non-western countries AI usually doesnt have resources to uprade their units further than line infantry unless it is in some great power sphere
