Had a few buildings 1 turn away from being completed in Erengrad and ♥♥♥♥♥♥♥ Skaven did the earthquake on it. After I flipped my table I found this. Thank God someone else found this ♥♥♥♥ annoying!

Any agent action that can de-level a major settlement akin to being sacked is a stupid mechanic. Thanks for the mod!
