The Bonk Helm fits Scout because he would would wear a hat to drink Bonk from, it's something a sports fan might wear, and Scout is the type of character to wear a hat with that shape and that color.
None of those traits I just described apply to Spy. True: he smokes, but that doesn't mean he'd wear a smoker's version of the Bonk Helm. This is in the realm of trends and being Dr. Seuss levels of whacky rather than TF2's long established art style. I still like this, but I'm not sure how I'd feel if it or a similar cosmetic for a different class was accepted into the game. What this has in humor, it lacks in paying attention to TF2's art style.
