Problem is, robes and regular clothes don't have an armor rating, so they would just stay in their default outfit since there is no armor bonus to swapping out the clothes.
There are two solutions:
1. Don't give them a default outfit and have them wearing only underwear by default.
2. Make the robes a combined robe and hood set. For some reason, if their head isn't already covered, they will equip a hooded robe to fill that gap and thus replace their regular clothes. This, however, would not work if you wanted them to wear robes that do not have an attached hood.
The individual pieces that make up the outfit are:
"ClothesWarlockBoots"
"ClothesWarlockRobesHooded"
At least that is what they are called in the CK. They might be called something different in-game.
First: I tried it once, but there were clipping issues I didn't like.
Second: I wasn't a fan of the hair styles themselves.
Third: I don't like clogging up my game with too many mods if I can help it.
Fourth: I don't want my subscribers to depend on a second mod just to use mine.
If you have a request using vanilla resources, I'd see what I can do about fitting in time to make it. As it is, I'm already working on one, with another lined up after that. So it'd likely be a while before I could get to yours.

But I know how you feel. Bethesda needs to get their act together
Atvarii'kal has double going against her because there are no female Khajiit followers in the base game, so the follower dialogue does not exist either.
I really wish it weren't so, but Bethesda has pretty much forced it to be like this. The only way to add in the Khajiit voices is if you could get the original voice actors (or someone similar) and record new dialogue. As this is far beyond most modders' capabilities, it is a reality which must unfortunately be lived with.
Just as a note... These next few days will likely be busy for me so I'm not sure when I might be able to get to this mod. I'll let you know as soon as it's done, though.
